Description of changes

This PR introduces the AssignedConfigBootstrapper to fetch and cache MCP server configurations, ensuring a smoother setup process. It integrates the bootstrap step into the WebSocketConnectionLoop prior to establishing a WebSocket session. Additionally, it includes:

A new WorkerAuthenticatedRequestExecutor for standardized auth token handling and retry logic for 401/403 errors.
Refactoring of WorkerAuthManagerImpl to improve performance with in-memory token caching.
A unified error handling structure for worker runtime errors through WorkerRuntimeError.
